The controversy escalated after the Urban Development Department put the decision on hold, drawing a sharp reaction from Naik, who alleged that the move was a deliberate attempt to stall a proposal aimed at benefiting experienced and efficient employees.
Standing Committee Had Approved Proposal to Raise Retirement Age from 58 to 60
The Standing Committee of the Navi Mumbai Municipal Corporation (NMMC) had on March 11 approved a proposal to increase the retirement age of municipal employees and officers from 58 to 60 years under the proposed Navi Mumbai Municipal Corporation Service Regulations 2026.
The resolution was moved by House Leader and Standing Committee member Sagar Naik during a meeting chaired by Standing Committee Chairman Ashok Patil. The regulations were framed under Section 465 of the Maharashtra Municipal Corporations Act, 1949, and were approved with certain amendments and suggestions. Citing provisions under the same Act, the Urban Development Department suspended the resolution, effectively putting the proposal on hold. The decision has had immediate implications, with eight employees retiring from municipal service in March.

Naik maintained that the decision was intended to ensure justice for senior staff and retain experienced personnel within the civic administration. If cleared by the general body, the revised service rules would extend the tenure of employees and officers by two years, helping strengthen administrative continuity.
“Now the people of Navi Mumbai have understood who is opposing the city’s development,” Naik said, adding that the civic body would challenge the suspension in court.
The matter is now expected to move towards legal scrutiny as the political stand-off intensifies.
